Certified payroll, done for you.

If you build for the government — federal, state, county, city or school district — you have to file certified payroll every week, on every covered project, for every worker on the site of the work. We take it off your plate and catch the wage and classification errors that get payments withheld — before they reach the agency, not after a rejection.

Federal Davis-Bacon (WH-347) on federally funded work in all 50 states  ·  State prevailing wage where it applies  ·  Ohio, Kentucky and Indiana covered in depth
The problem

It's not the work. It's the paperwork.

One wrong number can freeze your whole check.

Certified payroll (usually on Form WH-347) is due weekly, per project, per worker, for the life of the job. A wrong wage rate, a misclassified worker, or a missed filing can withhold your entire progress payment and trigger back wages plus penalties. Right now that's your office manager, by hand, at 6 p.m. on Friday.

What we do

You run the job. We run the compliance.

A weekly, submission-ready certified payroll — with every error caught before it's filed.

Weekly WH-347, built for you

Send the hours you already track. We produce the submission-ready certified payroll every week — you just sign it.

Errors caught before filing

Every line checked against the wage determination — underpaid base rate, fringe shortfalls, classifications that aren't on the determination — so it's right before it's filed, not after a rejection. When something can't be verified from what you sent, we say so rather than certify it.

You sign, we send it on

You sign electronically — we never sign for you. We send the signed form to your prime and record the date filed.

3-year record retention

Every WH-347, timecard and compliance report kept in an organized, indexed binder for at least three years after all work on the prime contract is completed — the Davis-Bacon retention period under 29 CFR 5.5(a)(3)(i). Ohio ORC 4115.07 separately requires one year after a public improvement is completed. An audit request becomes a download instead of a scramble.

How it works

Three steps, every week

No new software. No new system for your team to learn.

1

You send your hours

Export from QuickBooks, ADP, Paychex, Paycor, Gusto — or just paste them. We map the columns we recognize and tell you plainly about any we don't, rather than guessing.

2

We build & check

We run the prevailing-wage math, flag anything that would get withheld, and produce the certified payroll.

3

You sign, we send it on

We send you the finished form to sign. Once you sign, we send it to your prime and log every week for your records.

Coverage

General information, not legal advice. Whether a job is covered depends on its funding source and contract terms — we confirm that with you in writing before the first filing. GovCertPay is a private compliance service and is not affiliated with, or endorsed by, any government agency.

Federal & state — we know the difference

Certified payroll rules vary by state and funding. We only bill you where it's actually required.

Federal Required

Davis-Bacon certified payroll (WH-347) on covered federal and federally assisted construction contracts over $2,000 — in every state.

Ohio Required

State prevailing wage applies to public work over threshold — federal money or not. Filed to the public authority under ORC 4115.

KY & IN If federal

State laws repealed — required only on federally-funded jobs. We confirm the funding first.
